อาสาพยาบาลชุมชน: ขยายบริการหรือเพิ่มความเสี่ยง?
Community Nurse Volunteers: Wider Care or Greater Risk?
About the article
The Ministry of Public Health plans 'community nurse volunteers' (อสพ.) with 240 hours of training to care for patients in communities. On 28 October 2026 the Nurses' Association of Thailand, led by its president Prof. Dr. Sirion Sinthu, submitted an objection to Parliament. They argue the volunteers would care for vulnerable groups (bedridden patients, older people, pregnant women, psychiatric patients) whose care the law and international standards reserve for professional nurses with four years of study. They warn that missed danger signs or late referrals could lead to disability or death, with the safety risk falling on patients and the legal risk on volunteers. The association isn't against volunteers, but asks for a review before expansion, a clear scope of work separating support tasks from licensed tasks, and the Nursing Council's involvement in training standards. The adviser to the President of Parliament promised to pass the matter on.
