CU-TFL reading practice test

A free Thai reading test in the style of the CU-TFL: a short notice, then a news passage, with multiple-choice questions in Thai.

This is not an official test and its questions are not from the real exam. It follows the format test takers describe: four options labelled ก ข ค ง, short practical texts first, then longer formal passages, and question types that test the main idea, details, reference words, vocabulary in context, the writer's view, and "which is not" items. Users can still return books through the automatic return box in front of the building 24 hours a day, and the online databases will work as usual. The subject line says it all: ปิดให้บริการชั่วคราว, a temporary closure. Notices state their purpose in the เรื่อง line, so read it first.

ก. ถาวร

ชั่วคราว means temporary; its opposite is ถาวร, permanent. Learn words in pairs like this: tests often ask for the opposite.

1คณะรัฐมนตรีมีมติเห็นชอบแนวทางการจัดทำงบประมาณรายจ่ายประจำปีงบประมาณ 2571 พร้อมทั้งปฏิทินงบประมาณ ตามที่สำนักงบประมาณเสนอ แนวทางดังกล่าวมุ่งใช้งบประมาณแก้ปัญหาของประชาชน ปรับโครงสร้างเศรษฐกิจและสังคม และรักษาเสถียรภาพทางการคลัง ทั้งนี้ การจัดสรรงบประมาณต้องสอดคล้องกับยุทธศาสตร์ชาติ แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ และเป้าหมายการพัฒนาที่ยั่งยืนของสหประชาชาติ

The Cabinet resolved to approve the guidelines for preparing the fiscal year 2571 (2028) expenditure budget, together with the budget calendar, as proposed by the Bureau of the Budget. These guidelines aim to use the budget to solve people's problems, restructure the economy and society, and maintain fiscal stability. In this regard, budget allocation must be consistent with the National Strategy, the National Economic and Social Development Plan, and the UN Sustainable Development Goals.

The issue raised as an urgent priority is building food security. The government believes the country's food system must adapt in time to climate change, which affects agricultural output more every year. In addition, weight is given to reducing economic and social inequality, alongside sustainably developing the manufacturing and service sectors.

On energy, the budget plan emphasises the transition to bioenergy and green energy. The long-term goal is net-zero greenhouse gas emissions by 2593 (2050). The state also plans to promote clean energy to reduce open-field agricultural burning, a major cause of PM2.5 dust.

Another tool the government is interested in is developing a carbon market. If Thailand can store carbon to international standards, it will open the opportunity to earn income from trading carbon credits. Currently, the budget under the environmentally friendly growth strategy makes up about 3.6 per cent of the total budget, or roughly 137,500 million baht.

The article's author believes that investing in the environment is not a wasted burden. In the long run, this investment will come back in the form of income, or at least help reduce unnecessary spending. This can be seen from the latest floods, which caused enormous damage to the public and the country.

A "not" question: three options are in paragraph 3, so the answer is the one that is not. New power plants are never mentioned. Watch for the underlined ไม่ใช่.

9. งบประมาณตามยุทธศาสตร์การเติบโตที่เป็นมิตรต่อสิ่งแวดล้อมมีมูลค่าประมาณเท่าใด
Answer

ค. ประมาณ 137,500 ล้านบาท

ราวร้อยละ 3.6 … หรือประมาณ 137,500 ล้านบาท. Thai counts large sums in ล้าน (million), so 137,500 ล้านบาท is 137.5 billion baht.

10. คำว่า "ทั้งนี้" ในย่อหน้าที่ 1 ทำหน้าที่อย่างไร
Answer

ข. เพิ่มเงื่อนไขหรือรายละเอียดเกี่ยวกับเรื่องที่กล่าวมา

ทั้งนี้ ("in this regard") adds a condition or detail about what was just said: here, that allocation must follow the national plans. Contrast would be อย่างไรก็ตาม.

11. คำว่า "เหลื่อมล้ำ" ในย่อหน้าที่ 2 มีความหมายใกล้เคียงกับข้อใด

ค. ไม่เท่าเทียม

ความเหลื่อมล้ำ means inequality or disparity, so ไม่เท่าเทียม. A distractor often offers the exact opposite (เท่าเทียม), so check the direction.

12. ผู้เขียนมีความเห็นต่อการลงทุนด้านสิ่งแวดล้อมอย่างไร
Answer

ง. เห็นว่าคุ้มค่าในระยะยาว

Paragraph 5: ไม่ใช่ภาระที่สูญเปล่า … ในระยะยาว การลงทุนนี้จะกลับมาในรูปของรายได้. Option ก copies words from the text but reverses the meaning.
